Health, Safety & Environment in Schools
A national-model program embedding HSE culture, leadership and stewardship in Ugandan schools — beginning with twelve pioneer institutions in Hoima City.
Strategic Objectives for HSE Standards.
Promote Health, Safety and Environmental (HSE) Practices
By April 2027, implement comprehensive HSE awareness and behaviour change programmes in 12 pilot schools, reaching at least 5,000 learners and 200 teaching and non-teaching staff, and achieve an 80% improvement in HSE knowledge and practices as measured through baseline and end-line assessments.
Develop Student Leadership
Establish and operationalize HSE Clubs in all 12 pilot schools by April 2027, and train at least 360 HSE Student Ambassadors (30 per school) to lead peer education, awareness campaigns, and school safety initiatives.
Strengthen HSE Standards Implementation
Support all participating schools to implement at least five priority HSE standards — including sanitation, waste management, emergency preparedness, fire safety, and environmental protection — by April 2027, with 80% compliance based on standardized HSE assessment checklists.
Enhance Environmental Stewardship
By April 2027, implement environmental conservation initiatives in all pilot schools, including tree planting, waste segregation, recycling, and school clean-up campaigns, resulting in the planting of at least 2,400 trees (200 per school) and establishment of functional waste management systems in every participating school.
Drive Sustainable Behavioural Change
Increase learner and staff participation in HSE activities to at least 80% across participating schools by April 2027, as evidenced through attendance records, behavioural surveys, incident reports, and periodic monitoring evaluations.
Develop a Scalable National HSE Model
By March 2027, document lessons learned, implementation tools, training materials, monitoring frameworks, and best practices from the pilot programme, and produce a National HSE Implementation Toolkit ready for replication in schools across Uganda.
